4. Supplementary Standing Orders – Holding Remote Meetings
To resolve to adopt supplementary Standing Orders to meet the statutory requirements for the holding of remote meetings until 7 May 2021 or the repeal of legislation whichever is the earlier.
The Government has issued new regulations giving local authorities greater flexibility in the conduct of meetings, including allowing members to attend remotely, and for public and press access to those meetings. These ‘Regulations’ (The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020) came into force on 4 April 2020.
These Regulations make provision to enable local authorities to hold meetings remotely including by (but not limited to) telephone conferencing, video conferencing, live webcast, and live interactive streaming. The Regulations further modify existing legislative provisions to remove the requirement for local authorities to hold annual meetings, and to enable requirements for public and press access to local authority meetings and associated documents to be complied with through remote means and website access.

Members of the public are permitted to make representations, ask questions and give evidence in respect of any item of business relating to the Parish Council.
Members of the public who have requested to attend the meeting will be sent a Zoom invitation that will include joining instructions.

To receive and approve the March 2020 finance reports on:

- The monthly summary balances and bank reconciliation.
- The car park receipts.
8. Impact of COVID-19 on CMPC Operations and Business Contracts
The Chairman of CMPC, Cllr David Woodbury, will read out the headlines from the latest CMPC briefing note of the decisions made at the Extra Ordinary Meeting held on Wednesday 29 April 2020.
9. Car Parks and Permit Holders
To consider any implications to current permit holders of the CMPC’s decision to temporarily suspend car parking charges in its car parks in response to the coronavirus pandemic.
On Monday 23 March 2020, Combe Martin Parish Council suspended car parking charges in its car parks at Kiln, Parade, and Cormelles in response to the COVID-19 lockdown measures imposed by Government.

As a result of the workload generated by the Coronavirus pandemic, the minutes from the March 2020 Parish Council meeting and the April 2020 Extra Ordinary meeting will not be ready for this meeting.

14. Councillor Vacancies
Resignation of Cllr Katherine Armitage.
NOTICE IS HEREBY GIVEN that due to the resignation of Cllr Katherine Armitage, a vacancy has arisen in the Office of Councillor for the Parish Council.
If by 13 May, 2020 (14 days excluding Dies Non, after the date of this notice) a request for an election to fill said vacancy is made in writing to the Returning Officer at the address below by TEN electors for the said Parish, an election will be held to fill the said vacancy, otherwise the vacancy will be filled by co-option.
If an election is called, it will take place on 6 May, 2021.
Co-option of New Councillors for Previous Vacancies
To consider alternative options for appointing new Councillors, with the aim of ensuring the widest representation and selection by the community and avoiding any accusation of cliques and building on the positive community strengths shown by the COVID-19 response.
Following the COVID-19 lockdown, the process of co-opting new Councillors on to the Council was suspended, until such time as the restrictions on public meetings is lifted.

RoSPA annual inspections are designed to:
