Members of the public are welcome to attend a meeting of Combe Martin Parish Council which will be held on Monday 11 December 2023 at 7pm at the Community Centre for the purpose of transacting the following business.

Agenda
1. Apologies – To accept any apologies from Councillors.
2. Declarations of Interest – To receive any declarations of interest and to note any dispensations granted by the Clerk.
3. Public Participation Period – In line with Standing Orders, this item shall not exceed 30 minutes and a member of the public shall not speak for more than three minutes.
4. Minutes –
To approve and sign the minutes for the Parish Council meeting held on Monday 13th November 2023. Document
The Finance and Policies meeting due to be held on Monday 27th November 2023 was in-quorate so did not go ahead.
5. County and District Councillor Reports – To receive and note reports from the County and District Councillors on their activities or the activities of their Council, which affect or relate to Combe Martin. Document.
6. Councillor Representative Reports – To receive and note any reports from Councillors.
7. Clerks Report – To receive and note a report on actions taken since the last meeting and updates on ongoing projects. Document
8. Police Report – To receive and note the monthly Ilfracombe Neighbourhood Police Newsletter. Document
9. Planning Map. This gives a visual indication of the current applications (as we know them) from both NDC and ENPA. Not all the applications will be on this Agenda and the map is not as accurate as the actual application documents. Document
10. Planning. North Devon Council, the determining authority has asked for comments from the Parish Council on applications affecting Combe Martin. At the time of publication that was the following applications, but applications received later may be considered:

11. Planning. Exmoor National Park, the determining authority has asked for comments from the Parish Council on applications affecting Combe Martin. At the time of publication that was the following applications, but applications received later may be considered:
12. Planning Decisions – To note the following decisions, made by North Devon Council:
77536 – Approved. Application for a lawful development certificate for an existing completion of a residential dwelling in accordance with planning consent 6635. West Park Farm, Park Lane, Combe Martin, EX34 0BA. Document

14. Finance – To approve the November list of payments to be made. Document.

16. Land Purchase. To consider purchasing land known as Woolams Land, to provide a workman’s store (requiring work), allotment space and parkland amenity space. The purchase would require utilising reserves.
17. Risk Assessments – To review and approve the complete Risk Schedule. Document
18. Vexatious Persons Policy- To adapt and adopt a draft Vexatious Persons Policy. Document
19. Car Park Ticket machines – To consider replacing the machines. Document
20. Budget and Precept – To review the draft Budget and Precept recommendations from Clerk. Document
21. Precept – To authorise the Clerk to amend the budget and/or the precept request, once the final Tax Base is known.

23. To consider what can be done to attract people to the village all year round. Cllr Galloway to report
24. COVID – Jabs – To consider a proposal that council owned or maintained property that is not equipped and designated as a medical facility should not be used for the administration of invasive medical procedures.
