You are hereby summoned to attend a meeting of Combe Martin Parish Council which will be held on Monday 11th July 2022 at 7pm at the Community Centre for the purpose of transacting the following business.

Agenda
1. Apologies.
To accept any apologies from Councillors.
2. Declarations of Interest.
To receive any declarations of interest (pecuniary or personal) and to note any dispensations granted by the Clerk.
3. Resignation of Simon Daukes.
To note the resignation of Simon Daukes and to receive the following update from the Clerk: We have been advised by the Police that we should not republish some of the comments surrounding this issue as they are potentially subject to legal proceedings. We should also avoid providing an opportunity for these to be repeated in a public meeting. I advised the Police that this would not happen as Mr. Daukes had not been acting as a Councillor nor acting on behalf of CMPC, it was not a Council matter. The public will be advised of this prior to their opportunity to ask questions of the Council.
4. Public Participation Period.
In line with Standing Orders, this item shall not exceed 30 minutes and a member of the public shall not speak for more than three minutes. In line with the guidance above, anyone wishing to ask a question of the Council with respect to Simon Daukes is advised to submit a written question, which will be responded to in due course.
5. Minutes.
To approve and sign the minutes for the Parish Council meeting held on
Monday 13 June 2022.
6. Clerks Report.
To receive and note a report on actions taken since the last meeting and updates on ongoing projects.
7. County and District Councillor Reports.
To receive and note reports from the County and District Councillors on their activities or the activities of their Council, which affect or relate to Combe Martin.
8. Police Report.
To receive and note the monthly Ilfracombe Neighbourhood Police Newsletter.
9. Planning. North Devon Council, the determining authority has asked for comments from the Parish Council on applications affecting Combe Martin. At the time of publication that was the following applications, but applications received after publication may be considered:
75428 – Approval of details in respect of discharge of conditions 6 (archaeology part 2) and 10 (acoustic fence compliance) attached to planning permission 70696 Erection of convenience store with (ATM associated plant and machinery)
and diversion /re-alignment of road (amended plans).

11. Planning Decisions.
To note the following decisions, made by North Devon Council:
74818 – APPROVED – Retrospective renewal of a retaining wall.
75250 – APPROVED – Creation of external access staircase to serve flat 4.

13. Finance.
To approve the July payments to make, and to note the monthly “Payments Made”, “Receipts” reports and financial Dashboard from June.
14. Council Land.
To consider and agree what to do with the pockets of land that the Council own which are not being used.
15. Car Park layout changes.
To consider and agree proposals for increasing the number of parking spaces available at Kiln Car Park and at High Street Car Park.
16. Workman’s store.
To consider options for how to proceed with the workmen store and to agree the next steps.
17. Carnival Village Flower Festival – “70 Glorious Years”
To nominate a Council member to organise this Council’s flower display on behalf of the Parish Council which will then be displayed at the Parish Church during Carnival week.
18. Co-Option Policy.
A draft Co-Option Policy will be prepared ahead of the meeting which can be amended at the meeting (if necessary), prior to being adopted or rejected.
19. Delegation Policy.
A draft Delegation Policy will be prepared ahead of the meeting which can be amended at the meeting (if necessary), prior to being adopted or rejected.
20. Grants Policy.
A draft Grants Policy will be prepared ahead of the meeting which can be amended at the meeting (if necessary), prior to being adopted or rejected.
21. Mooring Request.
To consider (in principle, pending additional information) a request to add an additional mooring on the beach.
22. Wood and Seaweed management.
To review the current methods of managing and/or disposing of seaweed, wood swept up onto the beach and wood from CMPC owned trees.
23. Hangman Path.
To consider a request to resurface a section of Hangman Path.

26. Date of future meetings.
To confirm that this Council would not hold a meeting in August like other Councils so the next Parish Council Meeting will be held on Monday 12th September 2022.

To resolve that the public and press be excluded from the meeting for the following items, as they involve the likely disclosure of confidential information.

To discuss and agree measures to mitigate the ongoing staff situation.
