Member of the public are welcome to attend a meeting of Combe Martin Parish Council which will be held on Monday 12th December 2022 at 7pm at the Community Centre for the purpose of transacting the following business.

1. Apologies.
To accept any apologies from Councillors.

2. Declarations of Interest.
To receive any declarations of interest (pecuniary or personal) and to note any dispensations granted by the Clerk.

3. Public Participation Period.
In line with Standing Orders, this item shall not exceed 30 minutes and a member of the public shall not speak for more than three minutes.

4. Minutes.
To approve and sign the minutes for the Parish Council meeting held on
Monday 14 November 2022 (Document) and:
To note the minutes of the Finance & Policies meeting held on 28th November. (Document)

5. Clerks Report.
To receive and note a report on actions taken since the last meeting and updates on ongoing projects. (Document)

6. Reports from Council Representatives (if any)

7. County and District Councillor Reports.
To receive and note reports from the County and District Councillors on their activities or the activities of their Council, which affect or relate to Combe Martin.

8. Police Report.
To receive and note the monthly Ilfracombe Neighbourhood Police Newsletter. (Document – not yet available)

9. Planning. North Devon Council, the determining authority has asked for comments
from the Parish Council on applications affecting Combe Martin. At the time of
publication that was the following applications, but applications received after
publication may be considered:
76239 – Variation of condition 2 (approved plans) attached to planning permission 75610 (Demolition of garage, shed and conservatory together with erection of
extensions and raising roof to form additional accommodation including balcony and erection of ancillary building) to allow additional windows at Bristol Channel View Woodlands, Combe Martin, Devon, EX34 OAS

To approve the December payments to make, and to note the monthly “Payments Made”, “Receipts” reports and financial Dashboards from November.

14. Temporary Housing Sites
Cllr Woodbury to report.

15. Allotments
To consider if providing allotments would assist residents with the cost-of-living crisis, and to consider how to proceed if this is the case.

16. Car Park resurfacing EMR
To consider and set a % of car park revenue to be automatically allocated to the resurfacing fund earmarked reserve.

17. Approve spending plans
To consider various proposals (detailed on the attached report) for works not previously incorporated into the budget for this year. (Document)

18. Coronation
To consider if the Council will organise an event or mark the occasion of the coronation of King Charles III (6th May 2023)

19. Budget and Precept
To consider the initial budget for 2023/24 and to agree the likely precept request. (NDC ask for a likely precept requirement before Christmas and then a confirmed figure in January (after our January meeting) so I will be able to present a “final” budget at that meeting.) 21. Office closure.
To note the dates the Council office will be shut 21/12/22 – 02/01/23 inc.

22. Date of future meetings.
To note the dates for the next Parish Council meeting – 9 January 2023

23. Exclusion of Press and Public.
To resolve that the public and press be excluded from the meeting for the following items, as they involve the likely disclosure of confidential information.

24. Staffing costs
To consider (or note) any recommendations/resolutions from the Personnel Committee (meeting immediately prior to this Council meeting) and/or to consider any staffing costs affecting this year’s budget.
