Members of the public are welcome to attend a meeting of Combe Martin Parish Council which will be held on Monday 11th September 2023 at 7pm at the Community Centre for the purpose of transacting the following business.

Before the meeting starts, the DRIP project will update the Council on their work and the results of their recent Drop-In session.

Agenda
1. Apologies – To accept any apologies from Councillors.
2. Declarations of Interest – To receive any declarations of interest and to note any dispensations granted by the Clerk.
3. Public Participation Period – In line with Standing Orders, this item shall not exceed 30 minutes and a member of the public shall not speak for more than three minutes.
4. Minutes
To approve and sign the minutes for the Parish Council meeting held on Monday 10th July 2023. Document
To note the minutes of the Finance and Policies Committee meeting held on Monday 24th July 2023. Document
The Finance and Policies Committee resolved to recommend that the Council approves the following documents:
a. The Council should adopt the Risk Schedule as proof it recognises the risks facing the Council. Document
b. The Council should adopt the example Risk Assessment template. Document
5. Clerks Report – To receive and note a report on actions taken since the last meeting and updates on ongoing projects. Document
6. County and District Councillor Reports – To receive and note reports from the County and District Councillors on their activities or the activities of their Council, which affect or relate to Combe Martin.
7. Member of Parliament – To note Selaine Saxby held a constituency surgery in the village on 9th September and to consider inviting her to the October meeting.
8. Police Report – To receive and note the monthly Ilfracombe Neighbourhood Police Newsletter. Document
9. Planning. North Devon Council, the determining authority has asked for comments from the Parish Council on applications affecting Combe Martin. At the time of publication that was the following applications, but applications received later may be considered:
10. 77294 – Construction of a multi-sport, artificial turf practice pitch, replacing and extending the existing grass basketball court at Combe Martin Football Club, Hollands Park, Chapel Lane, Combe Martin, EX34 0HJ
77545 – Application for a non-material amendment to planning permission 76126 (alterations and extension to existing dwelling) in respect of replacement of existing dwelling) in respect of replacement of existing up and over garage door with double glazed French doors.

18. Kiln Car Park Toilets – To review the draft Heads of Terms and list of works required and to either agree or to agree in principle, to taking over the toilet block. Document
19. Hollands Park – To discuss the roadside kerb and hedge planting and to agree how to proceed.
20. Parade CP seating – To consider utilising the cut-out sections in the wall to create sites for additional seating facing out to sea. Document
21. Storm Boards– To review designs/options for the storm boards on the slipway.
22. Museum – To consider a request to make up lost revenue. Document
23. Football Club – To consider a request to cover lighting invoices. Document
24. Council vehicles – To consider what sort of vehicles the Council wants. Document
25. Workman’s shed – To consider how to proceed.
26. Planning Applications – To consider how we can get around the backlog of applications that the council need to submit. Document
27. Anti-Social behaviour bans – To consider banning people from Hollands Park and the Beach if they breach the relevant Protection Orders or fail to clear up after their animal.
28. Land Disposal – To receive an update on the proposal to dispose of two parcels of land the Council is unable to use for their originally intended purpose.
