Draft minutes of the Combe Martin Parish Council meeting held
on 9th January 2023 at 7pm at Combe Martin Community Centre.

Present: Cllrs. T Seldon (Chair), A Corner, C Galloway, L Lethaby, D Richards, R Watkins,
D Woodbury and M Worth.
Also in attendance: District Cllr Gubb, Andrew Wyer (Clerk) and 0 members of the public.

300/22 Apologies – Apologies were received from Cllrs Coomber, M Richards, Walker and County Cllr. Gubb.
301/22 Declarations of Interest – Cllr Lethaby declared an interest in planning item 76322
302/22 Public Participation – No questions were asked.
303/22 Minutes – It was RESOLVED that the draft minutes from the Parish Council meeting held on Monday 12th December 2022 were correct and they were then signed.
The draft minutes of the Personnel Committee meeting held on 12th December 2022 were NOTED.
304/22 Clerks Report – The report was NOTED.
305/22 Council representatives – There were no reports from representatives.
306/22 County & District Cllr reports – Cllr Davis had submitted a report which had been circulated to Cllrs.
Cllr Gubb reported that she had secured a grant towards the cost of maintaining the defibrillators in the village. North Devon Council had increased the hourly parking rates in coastal car parks to £1.50 per hour and were looking at introducing an overnight motorhome rate. The green waste collection charge is being raised to £55 per year. NDC would like to know about any planned Coronation events.
307/22 Police Report – This was NOTED.
Cllr Lethaby left the room during the discussion and vote on application 76322 but returned for the other applications.
308/22 Planning (NDC Applications) – It was RESOLVED to support the following applications:
76322 – Regularising the use of an existing residential dwelling at Manleigh Lodge, Kiln Lane, Combe Martin, EX34 0LY. Cllr Woodbury requested a named vote for this application. All Cllrs present voted in favour, except Cllr Woodbury, who abstained.
76372 – Conversion of stable block and garage to dwelling, ancillary to the main house and grounds, at Jevington Hall, Rectory Road, Combe Martin, EX34 0NS
76373 – Listed building consent for application 76372
76389 – Extension to dwelling, at Suncrest, Park Lane, Combe Martin, EX34 0LL
76426 – Replacement of redundant tractor barn with single unit sustainable holiday accommodation, including biodiversity enhancements and landscape improvements as part of the existing tourism business at Coulscott Farm, Nutcombe Hill, Combe Martin, EX34 0PQ
309/22 Planning (Exmoor NP Applications) – There were no applications to consider.
310/22 Planning (NDC Decisions) – It was RESOLVED to note the following decision:
76126 – Approved (Extension and alterations to existing dwelling at Balli Hi, Buzzacott Lane, Combe Martin, EX34 0LB.
311/22 Planning (Exmoor NP Decisions) – There were no decisions to note.
312/22 Planning Appeal – The appeal of 75027 was NOTED.
313/22 Finance – It was RESOLVED to approve the list of payments to be made, totalling £22319.40, with an additional payment to be made to a local resident for the use of their electricity on the Christmas Tree (amount to be negotiated by Clerk). It was further RESOLVED to note the list of payments made, receipts received and the December Dashboard report.
314/22 Civility and Respect Pledge – This item was deferred to a later date.
315/22 Project Updates – It was RESOLVED to proceed with the Streetlight replacements and to retain Tozers solicitors for the legal issues and leases. The other projects were debated, and the Clerk will bring further information and options on these over the next few months.
316/22 Bowling Green – Cllr Lethaby showed where EV charging points could be positioned on the Bowling Green area.
317/22 Budget and Precept – The Council RESOLVED to approve the budget for 2023/24 and to request a precept of £85347.
318/22 Correspondence – The correspondence was NOTED. The Clerk had also been approached about siting a Bear (Children’s Hospice SW Bear Hunt) in Parade Car Park. The Clerk was authorised to agree a suitable location.
