An Extra-Ordinary meeting of Combe Martin Parish Council was held on Wednesday 19th March, 2014 at the Community Centre, Combe Martin to discuss four dog control orders.
26 parishioners attended along with 10 Parish Councillors and the Parish Clerk. The Chairman opened the meeting for a 30 minute period for public comment. Views were made on both sides of the argument and lasted for 40 minutes.
The chairman then called the meeting into session to review the responses received from the consultation period held between February 0013 and March 17th.
In 2012 a survey of the village was undertaken by a group going under the heading S.O.B (Save Our Beach), this came back with 517 wanting a beach dog ban in the summer with 22 against. It was against this background that the Council decided to apply for a dog control order not only for the beach but to include Arnolds Plot Play Area, Hollands Park Play Area and Hollands Park Football Field.
During the consultation period 54 votes were received in favour of the dog control orders, 3 against and 6 queries.
The Council unanimously agreed a year round ban on dogs entering Arnolds Plot Play Area – the area known as Arnolds Plot and enclosed by fences, gates and stone walls.
The Council unanimously agreed a year round ban on dogs entering Hollands Park Play Area – the area that is tarmacked and known as Hollands Park Play Area.
The Council unanimously agreed a year round ban on dogs entering Hollands Park Football Pitch plus one metre on each side of the pitch.
The Council agreed on a vote of 9 for, 1 against to implement a dog ban on Combe Martin Beach between the dates of March 15th and the 30th September inclusive.
The Council being owners of the Football Pitch has the discretion to lift the ban for the duration of the Annual Dog Show on Hollands Park Football Pitch.
This order does not apply to registered Guide Dogs.
It is the intention of Combe Martin Parish Council to complete the necessary paper work and signage to have these dog control orders in place for May, 2014.
